Proposing an amendment to the Constitution of the United States to affirm that only human beings possess legal personhood, that money is not speech, that there is to be no benefits beyond the pre-described role in government, that AI content must have a disclaimer, which includes platform source data, and that democratic power must derive solely from the equal voice of individual citizens.

Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, (two-thirds of each House concurring therein), that the following article is proposed as an amendment to the Constitution of the United States, which shall be valid to all intents and purposes as part of the Constitution when ratified by the legislatures of three-fourths of the States:
Only biological human beings shall be recognized as persons under this Constitution and the laws of the United States.
AI shall not represent itself in the first person or as if it has emotion, conscience, or rights as a citizen. Any deployment of such systems must include continuous, visible disclosure of its author, owner, man, producer’s identity, and reference to this amendment.

No entity other than human beings shall be allowed to act, appear, claim, or be interpreted as speaking, feeling, voting, donating, expressing, or representing a human being or citizen under any provision of this Constitution or laws enacted under it.

No court shall interpret this Constitution or any law of the United States in a manner that grants personhood, rights, or protections to non-human entities contrary to this amendment.
No economic transaction, expenditure, or monetary contribution shall be interpreted or protected as speech within the meaning of this Constitution.
Money, in any form—including currency, property, assets, digital tokens, gifts, loans, or other instruments of economic value—shall not be deemed a form of speech, expression, opinion, or political participation under any provision of this Constitution or its amendments.
No use of money or economic resources for the purpose of influencing political outcomes—including elections, legislation, policymaking, or public discourse—shall be deemed protected under the First Amendment, nor under any clause guaranteeing freedom of speech, press, assembly, or petition.
Congress and the States shall possess plenary authority to regulate, limit, or prohibit the use of money in political processes. The use of money for political purposes shall be presumed to constitute corruption unless expressly exempted by law. This provision shall be interpreted to secure political equality and prevent distortion of democratic governance, in accordance with the Equal Protection Clause of the Fourteenth Amendment.
Congress and the States shall enact and uphold legislation necessary to implement and enforce this Amendment, including rules governing their own operations. Willful violation by any officeholder shall constitute grounds for immediate removal from office, as provided by law.
No government official shall receive compensation, benefits, or privileges beyond those legally authorized and publicly disclosed at the time of their initial acceptance of public office.
The rights of free speech, peaceful assembly, and petition shall be reserved exclusively to biological human beings.
Nothing in this article shall be construed to abridge the freedom of the press or the right of the people peaceably to assemble and petition the government for a redress of grievances.
This Amendment shall be cited as the “We the People Amendment.” It shall be interpreted in a manner consistent with the following principles, which define its purpose and constitutional scope:
